Tom I have been writing school district computer applications for more than 30 years. I started by rewriting some of the computer systems at my alma mater, South Colonie Schools, converting them from punch-card data input to on-line entry. I then worked for the Albany BOCES Regional Information Center (now NERIC) and wrote the WISDIM student system which was used by many districts served by the RIC. I teamed-up with Larry in 1992, and Capital Computer Associates' corporate office resided in a spare bedroom of my first house for the majority of that year.  By 1994 I had become a partner and we had doubled the size of CCA to four employees. That year I researched technologies and started the development of WinCap, with our first sites going live two years later in July of 1996. Today I am the head of our team of eight developers as well as being the individual responsible for maintaining and enhancing all WinCap Payroll/Human Resource Management functions.
    I was born and raised here in the Albany area. My wife Kathryn has blessed me with two step-children, Shaun and Amelia. Shaun, 25, earned a degree in English Literature and has been living in South Korea for almost three years teaching English to young minds for the Yale Foreign Language Academy. Amelia, 22, just graduated with a bachelor's degree in Psychology. She is contemplating continuing for her doctorate, but may take a little well-deserved time off. The three of us live in a rural area just outside the city of Albany where my wife and I love to take long runs through the rolling foothills of the Helderberg mountains.
    I have several interests outside of the office. I am an avid woodworker and you can find me in my workshop during the winter months. I love building cabinetry and furniture and I have even made furniture from trees that I harvested from my own yard. During the warmer months I love to be outside as much as possible, playing golf, doing yard work, jogging, sitting by the pool- doesn't matter as long as I'm outdoors.
    WinCap has been my life's work and I'm very proud to have been an integral part of the development of this product. I hope that our work makes your jobs a little easier.

ACH Auto-Debit for Retiree Health

Insurance Receivables 

    A much under-utilized feature of the WinCap Employee Benefits Module offers tremendous time-savings for collecting amounts due from retirees and others that are no longer on the district payroll for their share of health insurance and other benefits. This feature simply extends the functionality to generate invoices based on the benefit enrollment records that are maintained through this module. Functionality associated with this feature includes:
  • Creates an ACH file for transmission to your bank to debit the bank accounts of those individuals with amounts due for the defined billing cycle (usually monthly)
  • Creates a Cash Receipt, effective for the billing date, which credits all of the invoices that were generated for that billing cycle
  • If invoices are printed for the amounts due, they are marked as Paid-in-Full based on the fact that their accounts have been debited, so the invoices can essentially serve as their receipt of payment
  • Bank account information for these individuals is maintained through the WinCap Vendor/Customer file on the page tab labeled EFT. 
   There is no additional charge to utilize this feature if you have licensed the Employee Benefits Module. A number of WinCap client sites are already utilizing this feature, and we can provide referrals for anyone wishing to discuss the effectiveness of this approach with those clients. For assistance with the setup and use of this feature, interested users can contact CCA Payroll/HR Support or your BOCES Regional Information Center.

Web Requisitions Complete the Electronic Purchasing Workflow Process

  Our recently-released Web Requisition feature has caught-on quickly, as districts using it have realized immediate savings in support staff time devoted to entering purchase requisitions from paper forms submitted by teachers and other staff. Now your employees can electronically initiate the procurement process and then track their own requests from anywhere via the web. Access is through the same myWinCap employee portal used for our Employee Self-Service, Professional Development Management, and e-Timesheets features.
  In addition to "standard" requisitions, WebReqs can be used for Bid Requests, Catalog Orders, and Budget Requests. It also utilizes the On-Line Shopping/Electronic Ordering feature, including access to the Educational Data Services bid catalogs. Collectively, these options allow our clients to standardize on one requisition form for all purchasing requests and approvals.
  Having employees initiate and monitor their own requests improves accuracy, eliminates redundancy, and reduces requisition processing time. WebReqs also offer another "Go Green" solution. Implementation is simple-just contact CCA Accounting Support or your BOCES Regional Information Center today for details.
On the Move...
Cathy Pascale is now working on our Time & Attendance solutions team, due to the increased demand for implementation of the WinCapWEB Timesheets and Payroll Vouchers features. Cathy had served on the Payroll/HR Support group, where she assisted with new client conversions and ongoing user support since joining Capital Computer Associates in October 2009.

Holly Muhs joined the Payroll/HR Support team just after the start of the new year. She comes to Capital Computer Associates with a Bachelors Degree in Business Administration and experience as a Payroll Manager at a private school. A quick study, Holly has embraced all that WinCap has to offer and has settled into her role of assisting our users. Please join us in welcoming Holly to the WinCap Community.

Larry Steinhart, Rose Sira, and Marlene Indilicato recently visited Putnam-Westchester BOCES for their WinCap 10th anniversary celebration and user meeting, at which time we also recognized Jill Wahren's illustrious career as their WinCap System Manager. Jill retired at the end of March after assisting with their initial WinCap setup and conversion and with the implementation of many additional WinCap features over this ten-year period, culminating with WinCapWEB Employee Self-Service and Timesheets. Jill should be proud of her accomplishments and we hope you will join us in wishing her a long and healthy retirement.
